Your foundation choice sets the elevation, drives a chunk of the budget, and locks in the finished-floor height the rest of the design has to work with. What foundation types are used on custom homes in Pinellas County?

Four foundation types cover almost every Pinellas custom build: slab-on-grade (concrete poured on prepared soil), stem wall (a short perimeter wall on a footing that lifts the finished floor 1-3 feet above grade), pile foundation (deep piles driven into stable soil supporting an elevated structure), and stilt (a fully elevated house on columns with an unconditioned area beneath). Which one your home needs depends more on your lot than on your preferences.

How do I decide which foundation type is right for my lot?

The decision is driven in this order: flood zone designation, soil density, base flood elevation and freeboard, budget headroom, then aesthetic preference. Your architect and general contractor should narrow the choice to one or two options after the lot survey and a soil report. The mistake we see is buyers who fall in love with a design before the survey — then have to redesign when the elevation math or the soil report forces a foundation change.

When does slab-on-grade work for a custom home in St. Petersburg?

Slab-on-grade is the default for inland Pinellas lots in Zone X where the base flood elevation does not require lifting the finished floor, and where soil is dense enough to bear the slab load without piles. It is the least expensive foundation type, integrates with plumbing rough-in below the slab, and gives you a natural single-story flow from driveway to front door with no exterior stairs.

When do you need a stem wall instead of slab-on-grade?

A stem wall is used when the finished floor needs to sit 1-3 feet above grade — either from drainage issues, modest flood-zone elevation, or design intent. The stem wall sits on a footing, forms a perimeter box, gets filled with compacted structural fill, and receives a slab on top. It costs more than slab-on-grade but stays cheaper than pile, and works well on AE-zone lots where required elevation is measured in feet, not double-digits.

When does a Pinellas custom home need a pile foundation?

A pile foundation is triggered by two conditions on Pinellas coastal lots: soil that is not dense enough to bear the load without deep support, or a VE flood-zone designation that requires the structure to survive wave impact. Jeremy Wharton of Revolution Contractors puts the split like this:

“About half of the new builds in the waterfront areas that are being torn down as a mitigating project are on soil that is dense enough to just use a standard spread footing. The other half needs driven piles, which can add between $50,000 and $100,000 for a standard house between 2,000 and 4,000 square feet.”

What is a stilt house and when is it required?

A stilt house is a fully elevated structure on piles or reinforced columns with living space lifted above the base flood elevation and an unconditioned area beneath (parking, storage, screened outdoor). Stilt designs are standard for VE-zone waterfront lots and high-AE lots where a stem wall stops being practical. On the foundation side, stilt is a pile foundation with an elevated structural floor system.

Jeremy on the pile-driven reality of coastal waterfront lots:

“Foundation types for elevated homes — one of the main ones is pilings. Depending on the soil density, in the VE zone (high velocity zone) they may require pilings, although most near the beach are going to be built on sand and they’ll have pilings regardless based on the engineering.”

VE zone does not always require pilings on the code side — the engineer decides based on soil density. But sand near the beach forces pilings anyway. It is a bearing-capacity call as much as a flood-zone call.

How much does foundation choice change the price per square foot?

Foundation choice does not just add a lump-sum cost — it changes the price per square foot for the entire house. Jeremy on the delta:

“Instead of a slab-on-grade house that we would be able to build inland, we’re having to build it elevated. A house that might be $300 to $450 per square foot — with adding pilings and the under area for the garage — is going to get more into that $400 to $500 per square foot. So it’s pretty significant — at least a 20% bump for the increased concrete masonry and whatever finishes someone chooses.”

That 20% bump is the number to keep in front of you during design. If your inland baseline is $400/sqft on a 3,000 sqft home ($1.2M), the equivalent elevated build lands closer to $480/sqft ($1.44M) — a $240,000 delta driven by foundation, not finishes. Do I need a pile foundation just because I am in a flood zone?

No. AE zone does not automatically require piles — soil density and required elevation drive that call. VE zone with wave impact reliably forces piles, though the engineering sometimes lands on short piles rather than tall stilts.

Can I switch foundation types mid-design if the soil report surprises me?

You can, but it usually costs a redesign. That is why the soil report and survey should happen before the architect draws the floor plan.

How much does a stem wall add over slab-on-grade?

Cost varies with lift height and soil. Stem walls are mid-range — more than slab, materially less than pile — and your contractor should give you a number once the required finished-floor height is set.
