What's the flood-zone or district context?
Inland / no flood zone
X-zone or unmapped. Standard permit path, no FEMA overlay.
AE zone (moderate flood risk)
Base Flood Elevation applies. FEMA 50% rule triggers on major remodels or repairs.
VE / Coastal A zone (waterfront)
Wave action + velocity zone. Pilings, breakaway walls, elevation-required construction.
Historic district (Old Northeast, Old Southeast, Roser Park, Historic Uptown, Granada Terrace)
Certificate of Appropriateness review adds 6-8+ weeks to the permit path.
Both: historic AND flood zone
