Flooded in St. Pete? Here's what a real rebuild looks like.

Post-storm flood-damage rebuilds in Pinellas run on three tracks at once — insurance coordination, permit and code compliance (including the FEMA 50% Rule math), and the physical work. Most homeowners hit the wall on the second track: their scope trips the 50% substantial-damage threshold, and the rebuild has to elevate to Base Flood Elevation plus Pinellas freeboard before it can move.

We run all three tracks in parallel under one contract. Licensed Florida GC (CRC1331628), 20+ W-2 carpenters in-house, same crew from demo through certificate of occupancy. Call (727) 888-6161 or use the form below for a same-week site walk.

How we run a flood-damage rebuild

  • Insurance-carrier coordination on rebuild scope. We've done Pinellas rebuilds paid through Citizens, private carriers, and FEMA NFIP claims. We work directly with your adjuster on scope, document damage against current floodplain code, and keep the paperwork lined up so payments release cleanly.
  • FEMA 50% Rule compliance math done up-front. Before you commit to a permit strategy, we run the substantial-damage math against your Pinellas Property Appraiser card and your damage estimate. That gives you a clear yes-or-no on whether elevation is required — and if it is, what the two options (lift-and-renovate versus elevated new construction) cost on your specific property.
  • Same crew from demo through certificate of occupancy. Our in-house 20+ W-2 carpenter crew runs the whole rebuild — demo, dry-out, foundation (including elevation if required), framing, MEP, and finish — with a single superintendent as your point of contact from day one through final inspection. Open-book Time & Materials pricing, weekly budget reports.

A recent Pinellas waterfront rebuild

The King House restoration in Old Southeast is a full waterfront-restoration case study where our engineering-first, single-superintendent playbook carried the project through Pinellas coastal-construction requirements. Every flood-zone rebuild moves on the same three-track approach: insurance and permit first, engineering second, construction third.

Flood-Damage Rebuild FAQ

How fast can you start after I call?

On active post-storm rebuilds we can typically walk the property within 48 hours of your call and have a scope-and-range back to you inside a week. Demo and dry-out work can start as soon as your insurance carrier releases the property. Actual construction start depends on permit review through the St. Petersburg Building Department and, if the FEMA 50% Rule trips, structural engineering coordination for the elevation package. Call (727) 888-6161 or use the form — we prioritize post-storm calls in season.

Do you handle insurance claim coordination?

Yes. We've run Pinellas flood-zone rebuilds paid through Citizens, private carriers, and FEMA NFIP claims. On insurance-driven rebuilds we work directly with your adjuster on scope, document the damage against current floodplain code, and keep the paperwork lined up so the payments release cleanly. We do not represent you against your carrier — that's a public adjuster's role — but we coordinate scope and documentation so your rebuild moves.

What if my house is over the 50% threshold?

If your storm-repair scope crosses 50% of the structure's pre-damage market value inside a 12-month window, Pinellas County will require elevation to Base Flood Elevation plus 1 foot of freeboard — you cannot simply rebuild in place at the existing lowest-floor height. We compute the 50% math against your Pinellas Property Appraiser card up-front so you know your options before you commit. See our dedicated FEMA 50% Rule help page or call (727) 888-6161 for a same-week review.

Do you work with FEMA elevation grants (My Safe Florida Home / Elevate Florida)?

Yes. Revolution has active projects tied to Elevate Florida and My Safe Florida Home (MSFH) grant streams. Elevate Florida can cover up to 75% of elevation costs to a $375K cap; MSFH runs a separate application path for wind mitigation and, in some cases, elevation. We handle the contractor-side documentation for both programs. Plan the project assuming no grant is approved (roughly 6.7% of Elevate Florida applicants advanced in the first round) and treat any grant approval as upside — that keeps the construction schedule real.

Are you licensed in Florida?

Yes — Revolution Contractors is a Florida-licensed general contractor (CRC1331628), building in St. Petersburg and surrounding Pinellas County since 2016. Our crew is 20+ W-2 carpenters in-house (not a paper contractor with a subcontractor chain), and we run every project on open-book Time & Materials pricing with weekly budget reports.
