If you own in Shore Acres and Hurricane Helene flooded your home, Revolution Contractors is the licensed Florida general contractor with the deepest post-storm project list in the neighborhood.

Jeremy Wharton (CRC1331628) and Brent Patterson (CGC1522463) lead a crew of 20+ W-2 carpenters on payroll (not subcontracted day-labor). We have run the FEMA 50 percent rule calculation on multiple Shore Acres properties, pulled elevation permits with the Pinellas County permit office, and coordinated flood vent, cast iron drain, and post-FIRM compliance work from Coffee Pot Bayou east to Weedon Island Preserve.

Family-owned since 2016. Open-book Time & Materials pricing with weekly budget reports. Pinellas County coastal flood work is our deepest moat.

Shore Acres After Helene: What We Have Been Building

Shore Acres post-Helene project work falls into four categories. Each category runs on a different permit path and a different FEMA 50 percent rule exposure:

  • Elevation projects. Lifting the structure to or above Base Flood Elevation plus Pinellas freeboard. Full piling foundation on VE zone parcels, elevated slab on AE zone. Typical 8 to 14 month construction window with 6 to 10 week permit review.
  • Drywall-to-stud rebuild. Interior rebuild on existing slab and perimeter walls. 3 to 6 month construction window. Stays under 49 percent threshold on most 1950s and 1960s Shore Acres housing stock when scoped carefully.
  • Cast iron drain replacement. Hidden trigger on marginal-threshold projects. Shore Acres mid-century housing stock often needs full drain replacement running $35,000 to $65,000. This single line item tips many borderline calculations into substantial improvement territory.
  • Flood vent and break-away wall install. FEMA Technical Bulletin 1 compliance for VE zone parcels on Coffee Pot Boulevard and Masters Point waterfront. Required on new elevations and often retrofitted on 49 percent projects.

Timeline reality on current post-Helene permit queue: 6 to 10 weeks for standard remodel permit review, 10 to 14 weeks for substantial-improvement review, 14 to 18 weeks for elevation permits with FEMA elevation certificate coordination.

The FEMA 50 Percent Rule and Your Shore Acres Property

Shore Acres sits inside Special Flood Hazard Areas on the current Pinellas FIRM maps. Interior streets fall into AE zone (1 percent annual chance flood elevation defined). Coffee Pot Bayou and Weedon Island-side waterfront parcels sit in VE zone (coastal high-velocity, break-away wall and piling requirements).

Pre-storm valuation workflow matters more on Shore Acres than almost anywhere in Pinellas because the housing stock concentrates in the $400,000 to $800,000 structure-value range where small scope changes tip the calculation. Pull the Pinellas Property Appraiser record inside the first 30 days post-storm. Lock in the pre-Helene structure value before any post-storm reassessment.

Full Pinellas calculation walk-through, 49 percent playbook, and HowTo calculator lives on our FEMA 50 percent rule Pinellas County hub. Shore Acres case studies and documentation sequencing live inside that guide.

What Shore Acres Work Actually Includes

Shore Acres project scope runs deeper than non-coastal remodels. Expect every project to touch some combination of:

  • Elevation. Slab-on-grade to piling, piling to post-FIRM, or existing elevated structure to current freeboard. Full structural engineering stamped by licensed Florida engineer. Pinellas elevation certificate recorded post-construction.
  • Flood vent install. FEMA Technical Bulletin 1 standards. 1 square inch of vent opening per 1 square foot of enclosed area below Base Flood Elevation. Mandatory on enclosed areas below BFE.
  • Break-away wall construction. VE zone parcels only. Non-structural walls designed to collapse under storm surge without transferring load to the elevated structure above.
  • Cast iron drain replacement. 1950s and 1960s Shore Acres housing stock on original cast iron. Full replacement with PVC inside the building envelope. Common hidden cost on gut rebuilds.
  • Hurricane-grade fastener upgrades. Simpson Strong-Tie hurricane straps, hold-downs, and continuous load-path connections on retrofit and new construction. Required on post-FIRM elevations.
  • Grant navigation. My Safe Florida Home, Resilient Florida, HMGP cost-share. Scope definition that satisfies grant administrators and documentation that passes grant audit.

For deeper elevation-specific scope, see our home elevation service page.

Comparing Your Options: Elevate, Remodel, or Rebuild

Three paths exist after Helene. The right path depends on your pre-storm structure value, repair scope, insurance proceeds, and long-term plans for the property:

Remodel (Under 49%)

Standard interior rebuild

  • Timeline: 3 to 6 months
  • Cost: $120 to $220 per sq ft
  • No elevation forced
  • Scope-sequencing required

Best for: structures with high pre-storm value and limited damage

Elevation

Lift to BFE plus freeboard

  • Timeline: 8 to 14 months
  • Cost: $150 to $220 per sq ft
  • Grant offset: 30 to 60 percent
  • Flood insurance drops 40 to 70 percent

Best for: structures with recoverable framing and long-term hold intent

New Construction

Full teardown and rebuild

  • Timeline: 14 to 22 months
  • Cost: $350 to $550 per sq ft
  • Post-FIRM compliance baked in
  • Design flexibility maximum

Best for: structures with limited salvageable framing or clients wanting modern layout
