Second-Generation Restaurant Space: The Pre-Lease Inspection Nobody Does Until It’s Too Late


If you’re touring a second-generation restaurant space in Pinellas — a former pizzeria, a shuttered burger joint, a coffee shop that ran out of runway — the dining room will look fine. The kitchen will look mostly fine. The problem is what you can’t see. Grease trap capacity you don’t own yet. A vent hood on its last legs. Electrical service sized for a lower-load use. Gas capacity that won’t match your menu. And a health-code file at the county that will surface the day you apply for your license. Here’s the pre-lease inspection checklist to run before you sign anything.
Why “second-gen” looks cheaper than it is
Second-generation restaurant spaces get marketed as move-in ready. The pitch is simple: “prior operator already spent the money on the vent hood and the grease trap — you save six figures on buildout.” Sometimes that’s true. Often it’s half-true. And sometimes the reason the space is available is that the previous operator hit an infrastructure wall you’re about to inherit.
The four things that quietly kill second-gen restaurant deals in Pinellas: undersized grease trap, aged-out vent hood, insufficient electrical service, and gas capacity that won’t support the equipment you plan to install. None of them show up on a walk-through. All of them show up at permit application or first health inspection. By then, you’ve signed a lease.

Every one of those systems has a lifespan, a code cycle, and a replacement cost. The prior tenant’s investment does not automatically transfer as usable value to you. It transfers as an as-is asset — and your job before signing is figuring out what condition it’s actually in.
The seven checks to run before you sign
Here’s the pre-lease due-diligence sequence we walk clients through when they’re considering a second-generation restaurant space in Pinellas.
1. Grease trap capacity and age
Every commercial food-service space in Pinellas requires a grease trap or grease interceptor sized to the seat count and menu type. Under-sized traps get flagged at Pinellas County Utilities inspection and require expensive retrofit. Get the trap size in gallons, the installation date, and the last pump-out date from the seller or landlord in writing. If nobody can produce the paperwork, budget for a full replacement.
2. Vent hood age and CFM rating
The hood system is the most expensive single piece of a restaurant. A tired hood — corroded stainless, aged fire-suppression cylinders, undocumented CFM rating — is not a bargain. It’s a code-cycle time bomb. Ask for the hood’s UL 300 fire-suppression service records and the exhaust CFM label. If the label is unreadable or missing, assume the hood is on borrowed time.
3. Electrical service size
Restaurants pull heavy loads. Fryers, ovens, walk-ins, ice machines, POS gear, HVAC, and hood exhaust all draw. Pull the electrical panel schedule. Confirm the main service amperage. Compare it against the equipment list you plan to run. If the space was previously a coffee shop and you’re planning a pizza kitchen, the service is almost certainly undersized and you’re looking at a service upgrade with the utility company.
4. Water and gas capacity
Water pressure for a dish room and a three-compartment sink is not the same as water pressure for a bakery case and an espresso machine. Gas capacity for a low-volume brunch cafe is not the same as gas capacity for a wok line. Get the water service diameter and the gas meter size on paper before you sign.
5. POS and low-voltage wiring paths
Modern restaurants run POS terminals, kitchen display systems, security cameras, wifi mesh, digital menu boards, and back-office network drops. If the space was last operated in 2015, the low-voltage backbone will be built for a different era. Not a deal-killer, but budget for a low-voltage refresh alongside your other rough-in work.
6. Prior tenant’s health-code file at Pinellas County
Every restaurant that operated in Pinellas has a public file with the Florida Department of Business and Professional Regulation Division of Hotels and Restaurants. Repeated critical violations at the prior tenant — cross-contamination, unsafe temperatures, plumbing cross-connections — often reflect infrastructure problems still present in the space. Read the file. If the prior operator had five inspections with the same critical violation, that violation is probably still there waiting for you.
7. ADA and change-of-use requirements
Any permit pulled for your fit-out triggers current ADA compliance for the whole tenant space, not just the parts you’re touching. Restrooms, path of travel from parking, and entry are the big three. In older Pinellas buildings, ADA retrofit alone can run into serious money. This isn’t optional and it isn’t negotiable at the building department.
What second-gen actually saves you — and what it doesn’t
Second-generation spaces genuinely can save you money on rough-in plumbing (the drains and vents to the kitchen are already there), on rough-in electrical (the circuits to the kitchen zone exist), and on the shell buildout of dining, restrooms, and back-of-house partitions. That’s real savings — often $75 to $150 per square foot compared to a raw white-box space.
What second-gen does not automatically save you: hood replacement if the existing hood is at end-of-life, grease trap upgrade if you’re increasing seat count, electrical service upgrade if your menu draws more power than the prior operator’s, ADA retrofit triggered by your permit application, and fire suppression re-certification. Any of these can eat the second-gen savings in a hurry.
The right question isn’t “is second-gen cheaper?” — it’s “what does second-gen cost me for MY specific concept in THIS specific space?”
What to bring on your walk-through
If you’re serious about the space, don’t go alone. A restaurant-experienced commercial general contractor can walk the space with you in ninety minutes and give you a real range on what your buildout will cost — before you sign. Bring:
- A rough equipment list (fryers, ovens, refrigeration, ranges, dishwasher) with amperage and BTU ratings
- Your menu concept in one sentence (what type of cuisine, what volume, what service model)
- A phone with the camera and flashlight ready
- A copy of the lease or purchase draft with all the operating clauses highlighted
Your GC will look at the panel, the hood, the trap access, the water and gas services, and the general condition. Your GC won’t do a formal inspection — you’ll want a mechanical engineer and possibly a health-department pre-inspection for that — but a two-hour GC walk-through catches most of the deal-killers before you spend real money on the formal reviews.

Ask the landlord for the last three service reports. If those records are missing or the servicing company is out of business, treat the hood as unmaintained and budget accordingly.
Can I open with the existing grease trap or do I need to upgrade?
Depends on your menu, your seat count, and your gallons-per-day discharge. Pinellas County Utilities publishes sizing requirements based on fixture-unit counts. If your planned seat count is 20% or more above the prior operator's and your menu is grease-heavier (fried items, meat prep), plan on an upsize or you'll get flagged at plan review.
What health-code history should I actually be worried about?
Repeat critical violations for the same issue across multiple inspections often signal a physical-plant problem, not just an operator problem. Cross-contamination flagged three times running usually means a fixtures-and-workflow issue built into the space. Plumbing back-siphonage flagged repeatedly means the plumbing needs remediation. One-off critical violations that got corrected are normal restaurant life.
Do I need a change-of-use permit if I'm going from one restaurant concept to another?
Not usually if the occupancy classification stays the same (assembly to assembly, for instance). But any permit you pull for your fit-out triggers current-code compliance for ADA, fire, and energy. If your seat count crosses certain thresholds or your kitchen exhaust load increases significantly, the building department may treat it as a change requiring additional review. Ask your GC and your architect early.
How long does a full second-gen restaurant fit-out take in Pinellas?
For a fit-out with existing hood and trap staying in place, expect eight to sixteen weeks from permit issue to certificate of occupancy. Add four to eight weeks if the hood needs to be replaced. Add another four to eight weeks if the electrical service needs upsizing through the utility company. Timeline conversations happen before you sign, not after.
