Because the load profile of a small commercial building in 1975 looked nothing like the load profile of a small commercial building in 2026. The building was designed and served for the tenant it had — often a light-retail or office use with modest HVAC and lighting. Fast-forward to a modern restaurant, a boutique medical office, a mixed-use tenant with EV chargers, or a server-heavy tech tenant, and the connected load can easily double or triple. Your existing service — often in the 100-amp to 400-amp range on older single-tenant commercial — may not have headroom for the equipment you plan to install.
Your electrical engineer runs a load calculation using National Electrical Code (NEC) rules, factors in demand and diversity, and tells you whether the existing service is enough. If it’s not, they specify the new service size. That number — 400A, 600A, 800A, 1,000A, or higher — is not a GC decision. Your EE confirms.
What does the GC actually do in a commercial electric-service upgrade?
The GC is the coordinator, not the calculator. On a Revolution commercial project, our scope on a service upgrade generally includes:
- Sequencing the EE, the electrician, Duke Energy, and any other affected trades so nobody is waiting on nobody
- Pulling and tracking the electrical permit through the local building department (Pinellas County or the applicable city — St. Petersburg, Clearwater, Largo, Pinellas Park, etc.)
- Scheduling and hosting inspections
- Coordinating the physical panel-room work — demo, new panel location, framing, patching, fire-rated penetrations, code-compliant clearances
- Owning the downtime plan with the tenant or owner: when power drops, for how long, and what stays on temporary power if anything
- Keeping the rest of the buildout moving so the service upgrade isn’t the tent-pole holding up your open date
We’re not touching a wire. Every conductor, connection, and termination is on your licensed electrician’s ticket, sized by your EE, and inspected by the AHJ. Duke Energy handles everything from the transformer or drop to the meter.
What’s the typical sequence for a commercial service upgrade in Pinellas?
Every project varies — your EE and utility rep will confirm the specific sequence — but a common shape looks like:
- Design and load calc. EE runs the calc, specifies the new service size, and stamps the drawings.
- Utility coordination. The electrician (or GC on their behalf) opens a Duke Energy commercial service request. Duke reviews capacity at the transformer, tells you what they can deliver, and quotes any utility-side work (new transformer, secondary conductors, meter relocation).
- Permit. Electrical permit filed with the local building department, plus any structural or mechanical permits if the panel move affects framing, fire-rating, or roof penetrations for the mast.
- Long-lead ordering. Panels, switchgear, and utility-side gear can have real lead times. Order early.

Long enough to matter, short enough to plan. On many commercial upgrades, the actual power-off window at the meter can be anywhere from a few hours to a full business day, depending on the scope of work at the meter, what Duke needs to do on the utility side, and how the electrician has staged the new equipment.
The bigger planning question is usually not the meter-swap window itself — it’s everything downstream. Refrigeration in a restaurant. Medical equipment with cold-chain requirements. Server rooms. Security systems. Life-safety systems. Your GC’s job is to build the downtime plan with you before the meter change is scheduled: what runs on temporary power (portable generator, temporary service), what shuts down cleanly, what needs to be restarted in what order, and who’s on site during the outage. What about Duke Energy — how does the utility piece work in Pinellas?

- Any utility-side upgrades (new transformer, new drop, meter equipment)
- Scheduling the meter change and re-energization
- Providing the final service drop or underground service to the new metering point
Your electrician (and often the GC as scheduler) will open the Duke Energy commercial service request early. Duke’s process, timeline, and any cost-sharing on utility-side upgrades vary by project and by whatever their current commercial-service policies look like. Where do the SME boundaries actually sit on a commercial service upgrade?
Fair question. Here’s the shape we use on every Revolution commercial project:
- Licensed Electrical Engineer (EE): load calculation, service sizing, panel and feeder sizing, single-line diagrams, code compliance on the electrical design, stamped drawings.
- Licensed Electrician: all physical electrical work — feeders, panels, grounding, terminations, per the EE’s stamped design.
- Duke Energy: transformer, service drop, meter, utility-side capacity, energization schedule.
- Revolution as GC: permit and inspection coordination, panel-room construction and clearances, trade sequencing, downtime plan with the tenant or owner, schedule and budget tracking on the overall buildout.
If a question sounds like “how many amps do we need” or “can we run this on the existing service,” that’s an EE question. If it sounds like “when can we shut the power off and for how long” or “who’s pulling the permit and when do we inspect,” that’s usually a GC-plus-electrician question, with Duke’s calendar in the mix.
What should you have in hand before hiring a GC for a service upgrade?
At minimum, some version of these:
- A load estimate or preliminary load calc from your EE (even a rough one) so scope conversations are grounded
- A clear list of the equipment driving the upgrade — kitchen equipment schedule, HVAC size, EV charger count and rating, server-room load, etc.
- A general idea of your open date or occupancy target so downtime can be planned backwards from it
- Any prior electrical drawings for the building if they exist
You don’t need a stamped design to start the GC conversation. You do need enough to know whether you’re talking about a modest panel swap or a full service upsize with utility-side work.

What if the existing panel is fine but we just need more circuits?
Then you may not need a service upgrade at all — you may just need panel work or a subpanel. Your electrical engineer runs the load numbers and tells you. Don't assume the answer either way. A service upgrade adds cost and downtime that a subpanel might avoid.
Is there a way to phase the upgrade if we can't afford the full scope now?
Sometimes. Phasing depends on the electrical engineer's load numbers, code, and what Duke Energy will accept. Bring your EE and electrician into the conversation early — a phased plan is a design decision, not a construction shortcut.
