Commercial Cold-Storage Buildout Coordination in Pinellas: Walk-In Coolers, Freezers, and Where Your GC’s Scope Ends

If you’re planning a restaurant, grocery, medical lab, florist, or ghost kitchen in Pinellas with cold-storage in the program, a walk-in cooler or freezer is a building inside your building — right slab, envelope, door hardware, electrical, refrigeration mechanical contractor, and a GC who knows where their scope ends and the refrigeration engineer’s begins.

This post walks through what a Pinellas GC coordinates, the sequence a walk-in install follows, and where the scope-fence sits between GC, refrigeration mechanical contractor, vendor, and owner. What does a GC actually do on a walk-in cooler or freezer buildout?

Our scope is the shell and the coordination — not the refrigeration engineering. We build the room the walk-in sits inside (or the pad it sits on), frame and insulate to the specified R-value, run electrical rough-in for the compressor and evaporator fans, set door hardware and threshold sweep to manufacturer spec, pitch and route condensate drainage, and schedule the refrigeration mechanical contractor’s delivery, set, and charge-up.

We don’t size the load, select refrigerant, charge the system, or stamp drawings. Those sit with a refrigeration mechanical contractor and, on larger builds, a PE.

“Commercial HVAC is more of an issue in restaurant than anything else because of the vent hoods needed and the fire suppression needed. Also large refrigeration systems, walk-in coolers, walk-in freezers. Hospital or medical work has its own whole list of peccadilloes — things like pressure gas inside the walls, heavier electrical needs for scanning and diagnostic equipment, extra plumbing for surgical rooms.”

That separates the GC job (shell + coordination) from the specialty engineering job (sizing + charging + certification). If a GC says they’ll “handle the whole walk-in” without naming who’s doing the refrigeration mechanical scope, get a second opinion.

What has to be right about the slab under a walk-in?

Cold-storage concentrates load. A packed freezer can put point-loads on a slab a standard tenant-improvement pad wasn’t designed for. On second-generation spaces we look at the existing slab and coordinate with the refrigeration mechanical contractor (and a PE where required) to confirm it carries the load. On new-shell buildouts, slab reinforcement is designed in.

Slope matters too — condensate, wash-down, and defrost water end up on the floor. Pitch has to be gentle enough to walk and rack on but positive enough to move water to a floor sink or trench drain. That gets coordinated at slab-cut or slab-pour, not after the walk-in ships.

What sequence does a walk-in install follow during a Pinellas buildout?

  1. Shell, framing, rough-in reach dry-in. Electrical rough-in pulled to the compressor location, condensate drainage roughed to the floor sink, slab reinforcement (if called out) in place.
  2. Refrigeration mechanical contractor schedules panel delivery. Panels ship pre-fabricated on a flatbed; site super coordinates the loading dock window with the landlord.
  3. Refrigeration mechanical contractor sets panels, seals seams, installs evaporator, roughs refrigerant lines back to the condenser (usually rooftop or exterior pad).
  4. Our carpenters set door hardware — hinges, cam-lift, threshold sweep, gasket — and trim condensate into the floor sink.
  5. Electrician terminates compressor and evaporator circuits.
  6. Refrigeration mechanical contractor charges the system, pulls it down to temperature, hands over a startup certificate.
  7. We finish surrounding flooring — sealed concrete, tile, or resinous — and close out.
  8. Inspection: health, building, and (for grocery / food service) sometimes a separate refrigeration inspection.

Projects go sideways when the walk-in ships before electrical rough-in is at the right location, or when finish flooring is installed before the walk-in is set. Our schedule sequences those the other way.

What R-value and envelope tightness does a walk-in need?

The refrigeration mechanical contractor and manufacturer specify R-value — cooler panels holding 34°-38°F are thinner than freezer panels holding -10°F. Our GC job is making sure the surrounding wall assembly, ceiling penetrations, and shared partitions don’t undermine that envelope with a thermal bridge or unsealed penetration. Every place a refrigerant line, condensate line, or electrical conduit passes through the panel gets sealed to manufacturer detail.

How does door hardware and the threshold sweep matter?

More than most owners expect. A door that sags on its hinges, or a threshold sweep compressed unevenly, pulls warm humid Pinellas air into the box every opening — driving up compressor run-time, icing the evaporator, raising the electric bill, and shortening equipment life. We hang the door plumb, shim the threshold flat, confirm the sweep contacts evenly, and walk it with the refrigeration mechanical contractor at charge-up.

Where does the scope-fence sit between owner, vendor, refrigeration mechanical contractor, and GC?

  • Owner buys the walk-in package (and any display cases or reach-ins) from an equipment vendor — brand, model, capacity, finish. Owner is customer of record on equipment warranty.
  • Equipment vendor manufactures and ships panels, door hardware, evaporator, and condenser on a committed schedule.
  • Refrigeration mechanical contractor sets panels, roughs refrigerant lines, charges the system, certifies startup. Sometimes the same firm as the vendor; sometimes separate — confirm at contract time.
  • General contractor (Revolution) builds and finishes the shell, coordinates schedule, handles slab and drainage prep, sets door hardware and threshold, hangs electrical rough-in, seals penetrations, coordinates inspections, closes out punch list.

If any of those four seats is unassigned when you sign your GC contract, ask.

What about display cases and reach-in refrigeration?

Same scope-fence, different equipment. Display cases and reach-ins are vendor-supplied, either self-contained or remote-condensing (refrigerant lines run back to a rack). Remote-condensing units have the refrigeration mechanical contractor coordinate line routing and charge-up. Our GC scope is electrical rough-in, condensate drainage from any drip pan, and surround finish. Ask your vendor which model is which before framing goes up — it changes the rough-in.

Does the condenser sit inside or outside?

On most Pinellas installs, outside — rooftop or grade-level pad — with refrigerant lines routed back to the evaporator. The refrigeration engineer specifies the location; we build the pad, coordinate the penetration, and hang the electrical.

Do you handle inspections?

Yes — building, health, and (where required) refrigeration inspections are coordinated at close-out. The refrigeration mechanical contractor provides the startup certificate; we walk the inspector through the rest.

Can you take over a walk-in project another GC started?

Sometimes. We'd want to see existing rough-in, drainage, slab prep, and any refrigeration mechanical contractor contract already in place before quoting. Cold-storage sequences are unforgiving.
